NO if the price never reaches $3,000 USD during this period. If exchanges disagree, use the exchange with the highest recorded price; in case of extreme discrepancies (>1%), average the top three by volume. Market cancels and refunds if ETH ceases to trade normally due to regulatory bans or network failure before resolution.
